The last time i played through FFT i had a thief for alot of it. And always stole everything i could, but now i ask, who is the best person to steal from? I've heard some rumors involving Elmdor but is there anyone with better equipment than him?

Elmdor is by far the person you want to loot in the game : all of his equipment is one of a kind, and very useful. But there are some other thefts you might want to consider throughout the game.

Possible spoilers: highlight to view
You encounter Gafgarion 3 times in the game : Zirekile Falls, Golgorand Execution site and Lionel Castle Gate. The first time he is probably unequiped, but on the second time you can steal a Blood Sword from him, and an Ancient Sword on the third time. At these moments in the game, they're more powerful than your swords.
Goland Coal City : with Olan on your side, it's a good opportunity to acquire some very nice equipment at this moment : Judo Outfit, Mithril Gun, Orichalcum and Main Gauche (I'm unsure about the presence of both, but at least one of them is owned by a Thief there...).
Lesalia : steal Zalmo's White Robe (you might as well take his Triangle Hat while you're at it).
Underground Book Storage : you can loot some nice equipment from the Lancers : Partisan, Diamond Shield, Platina Helmet. In the last battle, Wiegraf has a Crystal Helmet, but he's a pain in the ass so I usually pass on it...
Bervenia Free City : you absolutely must take the time to steal Meliadoul's Defender and Chantage (I usually bring a beefed up Black Mage with Math Skill, and cast Sleep on her).
Bed Desert : you must steal Balk's Blaze Gun and Flash Hat (it's a plus at this stage), and possibly his Light Robe if you feel like it.
Bethla Garrison Sluice : this is you're one chance in a story battle to steal an Ultimus Bow from one of the Archers.
Outside of Murond Chapel : again, your only chance to steal a Dragon Rod from the summoner.

This is the steals I almost always do in the story battles. But there are some random battles where you can steal some more :
Any archer with a high level will carry an Ultimus Bow (somewhere around Lv. 40).
At Germinas Peak, the rare battle involves Chemist and Mediators, and they often carry magic Guns, (Blaze, Glacier, Blast and even Stone Gun).
Finally, I encountered an all Archers battle in VOYAGE, and one of them had a Yoichi Bow, wich is one of the best bow in the game (only outmatched by the Perseus Bow, as Dragon Lancer so aptly pointed out).
There you go. If you want more informations, please ask. Good luck.

Actually the Perseus Bow is the best bow in the game.

Elmdor's Genji stuff is good, But one question did the Assasins have any good equipped stuff?

Thieves are useful in the game, but my thieves get killed quicker...

Thats why i quickly master a theif then swap him t ninja or lancer, one for the speed and one for the power/jump abilities. If u have a theif that can sustain damag or dodge fast enough then u should be able to steal quite a few things. Which is why i needed ideas on what to steal and who to get it from.

The Assassins have some good stuff, but nothing that should take precidence over Elmdor's stuff. By matter of rarity and availibility, Elmdor has the best 'steal-able' items in the game.

Everything rare that the Assassins have can be gotten by poaching or some other method. They have no lost-forevers. Elmdor's only item that is able to be gotten somewhere else is the Masamune. Ninjas in HORROR sometimes throw it, but it's extremely rare. I finally got one when I was eighty-eight hours into the game.

What makes the best thief? A ninja with the support skill martial arts? A monk with the support skill concentration?

I was under the impression that martial arts increased chances of stealing.

I know that Martial Arts raise up the chances of Steal, but I think that Concentrate only nulls the drop in % you have when stealing from the front and sides of the character you're mugging, instead of the back.
Given the fact that Ninjas have a better Speed than Monk, and can equip hats (such as Green Beret, Flash Hat and Thief Hat), I always make my designated thief a Ninja. So my guess is a Ninja with Martial Arts, Thief Hat, Sprint Shoes, H Bag and Chantage if it's a girl, and finally Speed Save as a reaction ability.

Good question, i haven't played in a few years but it depends on how many people you can use during that battle. Say if you can use 5 people, your thief strat will be a bit different than say 2. Say the battle with Elmdor and the genji stuff, i found it's best to use only two character, one being ramza who will do the stealing and Cid or rather what's his name being their just to take out the assassins, and than he runs away lol. Or something, i can't remember, but i find it VERY useful to have a knight with breakskills, along the way, if you simple break the target's speed, you can get very high % and it doesn't that all that long considering most people have 10 speed, and you're equiping 2 weapons, (you'll likely to miss one hit out of two during the first break but the other speed breaks shouldn't be a problem) This also help to kinda stop that character from doing anything so you can just sit there and steal all you want, break power and magic also help lol.
