The best place for Magic Points is the desert south of Maranda, you can fight Hoovers who give 5 AP and about 4000 exp there, or less often Cactaurs who give 10 AP and 0 exp. Both monsters drop 10,000 Gil.

You'll need a decent Magic Evasion stat for the Hoovers' Sandstorm, otherwise two high leveled ice spells will do it in. Use unblockable attacks like Edgar's Drill, the Bum Rush, or even Sketch to kill the Cactaur.

And if you have the Cat Hood on, you'll be getting 20,000 Gil a battle here. It's really a great place for preparation.

As for the Paladin's Shield itself, this probably isn't the best place for it. I'd recommend going to the Solitary Island, since the enemies there have like 1 HP and start out with Seizure status, they'll die soon after the battle begins, making the fights quick and painless. Probably the fastest way to make the 255 battles pass, even faster if you have access to a fast-forward feature.

the place i usually level up in is the forrest that looks like a dinosaur head. its on the northern continent i think. its got a mouth and a little horn... anyway, idk if that is the best for magic points, but it is for just leveling up. a dinosaur gives you 6000 EXP, i do know that. stay to the southern part of the forest though if you are weak: the stronger, brachiosaur monsters tend to be in the northern part, by the horn. if you aren't strong enough, they will make mincemeat of you.

I wouldn't use the dinosaur forest because it doesn't give you any gil or GP. The desert south of Maranda is perfect to gain magic points.

I never go to Solitary Island for gaining magic points, but it would work well to break the curse on the Paladin Shield.

Or you can just equip Thunder Shields. Also, Hoovers can be taken out easily with Death.

I've never really gotten the appeal of powering through the Paladin Shield on the Solitary Island outside of an LLG. The battles are shorter, but in a game where you want EXP, gil, and Magic Points, you might as well work on two or three birds with that stone. How much time does it save? Most battles at a certain point take most of their time before anyone takes an action.

When I'm trying to just learn magic, I head myself over to the Fanatics' Tower, where you get ONLY magic points and naught else after a battle. This is so I don't have to keep track of who has what Esper for status bonuses at levels-up, which can be a pain in the touchis. Plus 6-10 magic points per battle and all you need is float and a reflect ring.

For magic points, I'm a bit impartial to the veldt, but only because I love the variety, hording rages, and the occasional free behemoth suit to take to the Colosseum. Also, no experience on the veldt, so I don't have to worry about esper swapping.

Slightly off topic, but interesting anyways:

When un-cursing the shield on solitary island, I used Locke with a thief glove and an offering, as the monsters there have elixers and megalixers that can be stolen, and with those two relics he attempts to steal 4 times. By the time I have the shield un-cursed I have a load of supplies!

Cactrots in the little desert near Narshe, Hoovers in the desert near Maranda(i think) and in WoB, Intangirs in the small forest on triangle island. Also you can get 7 magic points in the Cave in the Veldt (WoR) from a monster called Rhyos that looks like the Chimera.
