ok so i did abso-frickin'-lutely everything to get this shield, ive never used aquarius gate stone before so there is no way i could've used Tauros gate stone to get into the room with the shield. its not there. i went through tauros get II, not I going to omega. i did everything. ive been in and out of the room for about 30 mins, and nothing. does anyone know the percentage that this thing has of appearing, and if it does, if i need the diamond armlet equipped?

also, if anyone does know, is there any other item i might get from the chest, or is it all zodiac escutcheon?

It has a spawn rate of 20%, and without the Diamond Armlet you have a 50/50 shot at the shield, otherwise you get the Brave Suit. With the armlet, the shield is guaranteed.

To everyone, there is only one way to find out if a treasure re-spawns. Equip the Diamond Armlet and go at it a few times.

I believe that the Zodiac Escutheon is pretty much like the Excalibur, it can only spawn once. I recommend that you get the Brave Suit, and try and re-spawn the chest to see if you get another Brave Suit. If you get another Brave Suit then that means the Zodiac Escutheon will spawn eventually.

Also, remember to use the Great Crystal map found in GAMEFAQS!
