I am in Galuf's Land now, and I have a world map in my "Rare" items; but I cannot view it. None of the buttons will select the map, so now I am confused.

If you're playing the GBA version, then the map should work by pressing R. Otherwise, I don't know: I've only played the GBA version.

As long as you didn't miss the key item World Map during the escape from the Ship Graveyard, then you are able to view the map of the world you're currently in by pressing Y (Super Famicom), Square (PlayStation), or R (Game Boy Advance).

The item is especially useful for when you are underwater; you need to know your way around some areas in order to advance.
