Why? Because you can always break your rod or staff.

This opens new options for your characters. Supose a melee character who has not trained !black or !summon. If he or she has equip rods you can always cast ice++, fire++ and thunder++, and bio too.

Hey, if you have killed enough metamorphs you can cast holy… way before you have the real spell.

I know this is very situational, 90 % of the time you are better training black mage or summoner, but is not a bad strategy over all.

Is it not possible to use rods as items unless you have them equipped?

For break them, not, you can't. You take them from your objects menu or you have them already equipped. Then, if you are not a a rod user (freelancers and mimes included) you can't break the rod.
