Ipsen in Final Fantasy IX seems like one of those NPCs who would make cameos in other ff games. Is he in any other game?

He's just a legend made up for IX. Like the Dark Warriors in III, the 12 Warriors in V, and the civilization from VIII (Cetra? Centra?)

I meant VIII. One is Cetra and the other is Centra. I'm not sure which is which.
I was using VIII and not VII because in VIII (and the others) the legend's influence is not prominent throughout the entire game.

With each legend, you got one instance in which they influenced you.

It's Cetra in VII...I haven't played VIII in a long time so I don't remember anything about Centra but if there is Centra it would be in VIII cus it's not in VII.

Ipsen, hwoever, is nothing more than a little bit of background: he's just a legend in-game to give a palce an interesting name.

If I remember right, Ipsen was one of the more famous explorers of FF9 lore. He was one of the first people to venture outside of the Mist Continent and he originally discovered Ipsen's Castle on the Forgotten Continent during his travels.

I think he may have had a friend named Colin too who travelled with him, but maybe that was some other aspect of the game. I'm think of the part where Dagger asks Zidane why he went with her and he tells her some story that ends with "because I wanted to."

I don't know. Someone who's played recently can answer better than I.
