It's not that you can get it from more than one place, but you can follow the procedure required to pick it up more than once, and get another one.

I thought you just got a gold armlet the second time you did it but I haven't tried it so I wouldn't know for sure.
On the subject of getting final limit breaks; To unlock the second limit of a level you must use the first limit 8 times. To unlock a new level you must kill 80 enemies. The killer of the enemies is determined by who lands the final blow. This works in interesting ways. For example, Cloud could get his Meteorain (3,1) before he gets Cross-Slash (1,2) if he killed 160 enemies before using Braver 8 times. He would still need to learn all his limits to access Omnislash though. The acceptions are Vincent and Cait Sith. These characters only have to kill 80 enemies to get their new limit breaks as they have relatively few. It's been shown that it is not always 80 kills. Cloud, for instance, needs many more kills because he's always in the party, and would otherwise gain limits much more quickly than the others.

Each character has their own figure for levelling up limits. There is a guide at GameFAQs called "Limit Break Mechanics Guide" that will give you the figures.

I personally doubt the figures changed in any version. If they did at all, it would most likely have been in FF7j's conversion to FF7 International (that's the NA AND Euro version, unlike FF10, and the Japanese rerelease), or in FF7 International -> FF7PC (though this seems much less likely). I read it, and it couldn't find that anywhere; BOTH sets of figures say they come from that version, if you actually read it, and it says the reason for the difference is not understood.
