Ive been playing FFIV Again and i talked to Rosa's Mother after you get back from the Tower of Babel and her and Rosa talk about her father being a Knight. So, her father isnt a Dragoon or a DKnight.

I'm pretty sure I know what part of the game you're referring to - the prologue just after Cecil is dismissed from the Red Wings but before going to bed and then leaving with Kain the next day for Mist. I just played through that section for GBA, SNES, and PSX, and while Cid does mention Rosa, it's not about her being his daughter, just that he cares about her.
