I was wondering if anyone knew how to get this, myself and four other friends have tried numerous times (more like hundreds) rumor has it you get it with the points from battling at gold saucer. then you get invited to a special fight where you can win all kinds of stuff. we've never found any of that, we've gotten so many points i could buy 99 of everything and have change (in total, i know what the max is) soo if someone could shed a light on this rumor it'd sure help us. Emerald weapon was really really annoying to kill without Final Attack. So im hopin it'll help on ruby

You were on the right track.  It is indeed at the Battle Square.

You need to get enough battle points to buy W-Summon AND Omnislash.  Buy them.  I believe you also need Ultima Weapon, from having killed Ultimate Weapon.  At this point you may enter the special battle for Final Attack.

heres a tip: the worst handicaps give you the most points, try
  to get the worst handicaps you can, thats how i got my stuff..

Why do kamakazi pilots wear helmets?

To add on to Tiddles' point, Omnislash must be used on Cloud (and I'm pretty sure it needs to be your active limit, but I don't see why it wouldn't be), and he must be equipped with both the Ultima Weapon and the W-Summon materia.  Once all three of those are in use by Cloud, you can talk to the person at the Battle Arena setup and the battle will start.
