Elemental and Added Effect - Difference?

What exactly does the Added Effect materia do? How about the Elemental materia? I still have a hard time figuring it out. What's the difference between them?

They're similar materia, but one works to promote or deter status effects, and the one works to promote or deter elemental damage. The descriptions on the materia page give a more thorough explanation.
