The second enemy skill materia is found in Junon, on the floor of the "Intermediate's Hall"-a place where you can talk to npcs for information on the game.

Here's a description from CoN's walkthrough if you need help finding it: http://www.cavesofnarshe.com/ff7/walkthrou...hp?chapter=1-26

There are 4 Enemy Skills in the game. Don't worry about missing Trine you can get it later in a certain side-quest. It's useful to know as well that if you equip more than one Enemy Skill to a character all the Enemy Skills they have equipped will learn the same magic. I'd say more but I don't want to spoil anything. Have you completed the game before?

as long as you didn't fight....whathisname...Godo? (at yuffie's village), and didn't trigger dragon zombie in the near endgame to use pandora's box, you can learn all enemy skills on all 4 enemy skill materia... I hope I didn't miss any >_>

Enemy Skill Locations
1. Shinra Building. Almost a can't miss, but it is right after getting Red 13 on the team.
2. Junon upper city. After the parade scene and you practice your commands with the other soldiers, you have a chance to roam town. In one of the shops is a soldier the leads you downstairs into the Intermidiate Hall (like Beginners Hall). One of them is in there.
3. City of the Ancients. Its in the building you can fall asleep in. After waking up, just head up past the beds to find it.
4. Chocobo Sage's House. After gaining the Highwind, look for the cottage in a small valley in the snow area thats only accesible by flying. Inside is a green chocobo, talk to it to get the 4th materia.

There are many guides online to help with finding all the enemy skills. My favorite is http://www.ffshrine.org/ff7/ff7_eskills.php just because he explains whether you have to use manipulation or not. Important notes are that Trine is only available a couple times since two monsters that use it are bosses and the other can't be reached after going through that part. Another one is Pandora, which is used the first time you fight a Zombie Dragon in the North Crater, but never again is it used.

Also, Roulette, which kills off a random person, can still be learned even though the person dies immediately after learning it.
